Changes in International Standards | Regarding Blue Light Hazard Assessment

In May of this year, IEC released the relevant international standard IEC TR 62778:2014 ED2 regarding the revocation of blue light hazard assessment for light sources and luminaires. In response to the potential impact of this change on industry enterprises, the National Lighting Appliance Standardization Technical Committee (TC224) conducted research on the industry and, based on this, recently held a communication meeting. The TC224 Secretariat unit, Beijing Electric Light Source Research Institute Co., Ltd., organized experts from standard testing and certification institutions such as Shanghai Times Light, China Quality Certification Center, and National Electric Light Source Quality Supervision and Inspection Center (Beijing) to answer relevant questions.


The full names of the standards involved in this article are as follows:


1. GB 7000.1-2015 "Luminaires - Part 1: General Requirements and Tests"

2. GB/Z 39942-2021 "Application of GB/T 20145 to Evaluate the Blue Light Hazards of Light Sources and Luminaires"

3. IEC 60598-1 Luminaires Part 1: General requirements and tests

4. IEC 62471-7 Photobiological safety of lamps and lamp systems - Part 7: Light sources and luminaires primary emitting visible radiation

On the Validity and Use of Standards


Q1: How effective is the domestic equivalent standard GB/Z 39942-2021 after the revocation of IEC TR 62778:2014?

Answer: GB/Z 39942-2021 continues to be valid. The repeal of international standards does not lead to the direct repeal of equivalent national standards. There are generally two conventional ways to abolish national standards: one is to be replaced by a new version of the standard, and the other is to review and abolish it.


Q2: Will the relevant content of IEC 60598-1 be updated after the revocation of IEC TR 62778:2014?

The current IEC 60598-1 is the 9th edition, with the standard number IEC 60598-1:2020. The blue light hazard clauses of this standard are normative references to IEC TR 62778. The 10th edition of IEC 60598-1 is currently under development and was voted through CDV in June 2023. The 10th edition of IEC 60598-1 will retain the simultaneous references to IEC TR 62778 and IEC 62471-7, and indicate in a note that future versions will completely replace the normative references to IEC TR 62778 with IEC 62471-7.


Q3: Is the current national standard GB 7000.1-2015 affected by the revocation of IEC TR 62778:2014? Will GB 7000.1 be updated to reference IEC 62471-7 in the future?

GB 7000.1-2015 is the current valid standard, equivalent to IEC 60598-1:2014. Relevant testing is carried out according to its specific requirements, and the validity of the standard is not affected by the revocation of IEC TR 62778:2014. At present, the national standard equivalent to IEC 60598-1:2020 has entered the approval stage. Regarding the normative reference of IEC 60598-1:2020 to IEC TR 62778, this equivalent national standard will be processed according to the normative reference GB/Z 39942-2021. Subsequent revisions to the national standard will be handled in conjunction with the actual situation of the IEC 60598-1 version.


Q4: Is there a transitional period between the revocation of IEC TR 62778:2014 and the release of IEC 62471-7:2023?

From a standardization perspective, there is no transitional statement about how long international standards will be implemented after their publication. Regarding the use of IEC TR 62778:2014 and/or IEC 62471-7:2023, as well as the transition of evaluation methods, specific provisions of the product standard referencing this standard shall be followed. Taking the 10th edition of IEC 60598-1 as an example, the standard focuses on the assessment of blue light hazards. This edition recognizes the evaluation results of IEC TR 62778:2014 and IEC 62471-7:2023, and explains in the form of a note that the future version intends to completely replace the normative reference to IEC TR 62778 with IEC 62471-7



About Certification Standards and Certificate Conversion

Q1: What is the validity of the China Quality Certification Center (CQC) blue light certificate obtained before the standard revocation after the revocation of IEC TR 62778:2014?

Starting from July 21, 2023, CQC will implement certification and issue certification certificates using GB/Z 39942-2021, and will no longer issue IEC/TR 62778:2014 standard certification certificates. For products that have been certified according to IEC/TR 62778:2014, the holder of the certification certificate should submit an application to CQC for conversion of the GB/Z 39942-2021 certification certificate before December 31, 2024. Standard conversion can be directly carried out, and the conversion of the certification certificate should be completed no later than March 31, 2025. If the conversion is not completed within the deadline, CQC will suspend it; The certification certificate that has not been converted on July 1, 2025 will be revoked by CQC. Q2: After the revocation of IEC TR 62778:2014, does the blue light evaluation use IEC 62471-7? If IEC 62471-7 is used and the relevant standards for lighting fixtures have not been updated, the reference is still IEC TR 62778:2014. How should certification be implemented?

The product certification is implemented based on the current effective product standards, with GB 7000.1-2015 being the current effective lighting standards. Article 4.24.2 of the "retinal blue light hazard" is clearly evaluated in accordance with IEC/TR 62778. Before the normative reference standards of the new version of GB/T 7000.1 are changed and released, the certification agency will still carry out certification and testing of lighting products in accordance with the requirements of the current standard terms.



Regarding testing reports and testing institutions

Q1: How effective is the commissioned testing report made before the revocation of IEC TR 62778:2014?

From the perspective of laboratory accreditation and report management, after the revocation of IEC TR 62778:2014, the test report issued before the revocation is valid. From the perspective of actual use of reports and customer recognition, the actual effectiveness of report use is determined based on the specific needs and requirements of the report user.


Q2: Can testing institutions still use revoked standards to issue reports with CNAS and CMA markings?

On the premise that the following two conditions are met, the testing laboratory can accept the use of revoked IEC TR 62778:2014 as the testing basis for entrusted testing tasks, and issue testing reports stamped with CMA and CNAS markings:


(1) IEC TR 62778:2014 is within the authorized or recognized CMA and CNAS testing capabilities of the testing laboratory;

The testing laboratory has the obligation to inform the client of the revocation status of IEC TR 62778:2014. The client and the testing laboratory clearly agree in the contract that "the client designates the use of IEC TR 62778:2014 as the testing basis".
